It is because the ocean is EXTREMELY rocky over in Bad Country (although some locals say that it is just an adaptation of the area's ancient Indian name). Only surfers who know what they are doing and are familiar with the beach's pinnacles should surf there. Its sister city, Santa Teresa, has smoother sands, and it is only 5 minutes away along the same road. Good question!
